My client in Dublin are recruiting for a Subcontract Manager on a contract basis. Rates negotiable.
The successful candidate will possess at least 30 years contract management with oversight for procurement site deliverables experience in the industrial gases or oil and gas industry. The candidate must have the ability to communicate successfully at all levels and have excellent IT skills, including SAP experience.

This position requires extensive experience in managing Project contracts and understanding of contract terms, intent and application. The responsibilities will include day to day contract administration, change management and claims quantification / processing (including reviewing contractor claims and building counter claims), contract cost management and forecasting, project risk oversight to protect client's interests, contract schedule management and input into project changes impacting execution together with clarity of engineering/construction changes and remeasurement of Bills of Quantities in accordance with the contract. Parallel procurement free issue materials will need alignment with the Project Procurement Manager to ensure reporting for site deliveries, final inspections and support for procurement reporting at the site level is administered.

The position requires project execution team experience to understand and manage the workload, excelling at communications across technical functions and with the ability to interpret and apply complex Contract provision (including providing advice to internal Stakeholders at Management to Site Engineer level). Reporting is a key requirement of the role to ensure accurate forecasting of contract deliverables and be responsible for proactively managing their own workload and their assigned hours budget.

II. NATURE AND SCOPE

The Subcontracts Manager will work as a member of the site team and report to the Subcontracts Manager directly, with daily coordination with the Project Management Team.

The Subcontracts Manager will attend project review meetings on a regular basis and be expected to provide detailed analysis and professional advice in relation to contentious matters on behalf of The client's and provide accurate substantiation of contract management and status up-dates.

III. PRINCIPAL ACCOUNTABILITIES

Provide detailed analysis and professional advice in relation to contentious matters on behalf of main contractors. To interface with the Regional Procurement Centre Commercial Lead and Project Management teams to ensure suitable procurement plans are developed at the start of the Procurement phase of the project.

Drafting high quality contractual narrative's and investigate reports in the defense of, or pursuit of claims (from Contractor and for building Counter Claims).

Leading the Contracts team meetings (in alignment with Procurement) to manage the contract demand planning and escalating any potential or actual problems, delays or commercial impacts which could adversely affect delivery of the contractual programme.

Working with the support of the Subcontracts Manager and project team on dispute resolution for claims oversight and managing contracting interfaces professionally with non-confrontational behaviors to resolve contracting issues.

Maintains a legal and contractual liaison with contractors.

Coordinates with the resident Construction Manager and resident Construction Engineers for day to day administration of contracts.

Prepares and negotiates cost impacts and schedule changes with Contractor for contract Change Orders / Modifications.

Responsible for the timely preparation of legal and contractual documents such as Letters of Instructions, Contract Change Orders / Modifications, Insurance Documents, Subcontractor Approval packages, Certificate of Final Acceptance (COFA), and other legal or contractual packages as needed.

Prepares and maintains records of activity and status of contracts to ensure compliance with contract terms and conditions and the monitoring of commercial KPI' through leading and coordinating Contractor performance reviews for continuous improvement on contract execution, and performance improvement plans where required.

Reviews and assists in resolving and processing payment certificates, invoices, claims and back charges.

Performs other duties as assigned by the Subcontracts Manager.

Critical Competencies

Experience of contract administration and claims preparation / dispute avoidance/resolution.
Extensive knowledge of main standard forms of contract
20+ international / overseas experience in Contract Administration, Quantity Surveying, Post Award Contract project experience
Ability to communicate effectively and work with internal stakeholders and external customers
Ability to work cross functionally within The client's technical teams at site and in head office to ensure timely delivery of reporting and administration requirements.
Excellent contracting and negotiating skills
Self-motivated and driven to achieve excellent results
Strong influencing skills
Thorough understanding of the Subcontracts and Procurement function
Must be fluent in the English language and effectively communicate in both spoken and written skills regarding contract issues

Qualifications:

MRICS and or CIPS
A BSc in Quantity Surveying or equivalent Contract Management / Technical Degree
Safety and Operational Supervisors VCA
Candidates must have the right to work in the EU or the UK
