Reporting to the Project Manager (or Construction Manager if applicable) and responsible for executing the construction scope of the project, organising the construction team,

During Detailed engineering
• Takes the lead to maximize health, environmental protection, safety, well being awareness.
• Drives a Construction & Commissioning driven project strategy. (schedule)
• Assists in preparing the project Construction Execution Plan (CEP) and project specific Health, Safety and Environment (HSE) plan.
• Mobilizes the field organization and take part in selection process for personnel.
• Takes the lead in constructability reviews.
• Participates and reviews subcontract packages and participates in bid evaluation process
• Participates in audits of subcontractors before final award
• Participate in setting up the MC system/database in a very early stage
• Coordinate the interfaces with existing facilities (tie-in packages)

During execution
• Overall responsibility for all health, environmental protection, safety, well being, constructability, construction planning, cost and progress control, quality assurance and control aspects, inspection, material and logistics management (set up and participate in transport plans), shut down management and interface management on the Construction Site.
• Ensures a high level of health, environmental protection, safety, well being awareness within his Staff.
• Adherence to the project HSE Plan. Duties include: risk identification and evaluation.
• Performs management inspections, monthly reporting, review of personnel health, environmental protection, safety, well being performance etc.
• Mobilization and demobilization of Staff and temporary facilities.
• Progress reporting to the Project Manager.
• Preparation of closeout report.

General duties

• have a full knowledge of the Engineering package
• have a full knowledge of the Contract with the ENGINEERING Contractor
• have a full understanding of the ENGINEERING Contractors Scope and Schedule and the activities and deliverables for the Project and be a driver to ensure the latter are achieved to the correct quality and in a timely manner
• Have full knowledge of the constructions contractors contracts
• prior to commencing work, agrees with the Project Manager the Project Agreement
• ensure that all tasks assigned by the Project Manager (or Construction Manager where applicable) are completed on time and within budget
• attend internal / external design reviews and other meetings, as necessary
• Cultivate the Company safety culture in the work place, and facilitate the education and awareness of task force personnel on the site-specific safety rules for work performed in Contractors facilities.
• Assemble and distribute basic contractual information to the task force engineering disciplines and insure understanding of basic financial objectives of the project.
• Ensure together with the Project Control Manager that the ENGINEERING Contractor develops the overall construction execution strategy. Secure the development of the level 4 schedule as input towards the overall schedule by reviewing and challenging the 4 week look ahead schedules from the subcontractors
• Review and monitor subcontractor staffing requirements based upon project scope and schedule in cooperation with discipline leads. Check CV's where appropriate.
• Establish and insure proper documentation of technical communications and decisions between ENGINEERING Contractor and Subcontractors.
• Monitor the subcontractor performance from prefab, over on site mobilisation through erection.
• Coordinate construction execution plan.
• Determine and resolve construction execution impacts on all subcontracts and alert Project Manager/Construction manager.
• attend internal training courses as requested by the Project Manager and attend training courses which could be of benefit
• keep up to date with and adhere to Company and Project related procedures
• make himself/herself fully familiar with Contract
• Secures the smooth transition from Area based approach towards system based approach as preparation for the pre-commissioning activities. This shall be done as early as possible and not as usual by 70% construction progress.
• Organise and follow up the pre-commissioning activities to secure a smooth hand over at MC. Secure that all punch list items A are all closed before MC

Specific duties and responsibilities include but are not limited to

• Hold at a minimum a weekly Discipline coordination meeting..
• Ensure the ENGINEERING Contractor maintains field change order system.
• Monitor contractor quantities and cost progress versus planned.
• Attends the contractor daily alignment meeting
• Maintain, update and follow up of items on the needs list on a daily basis.
• Be fully abreast of the contractual obligations of the ENGINEERING Contractors Contract and subcontractor contracts, ensure all correspondence, notices, transmittals are communicated in full compliance.
• Participate actively in Kick-off meetings.
• follow up closely the construction schedules ensuring the activities for the project are completed in a timely manner. By assessing and reviewing the 4 week look ahead planning from the subcontractors.
• attend progress meetings as required with the Contractor.
• Participate actively in the sub-contractors planning and monitor overall progress and performance by frontline activities identifying any areas of concern and ensure implementation or instigation of appropriate remedial actions.
• Actively participate in audits of both the Contractor and Vendors.
• Performs risk Assessment continuously in the Project.

HSE Responsibilities
Subscribe to and comply with HSE Policy and Management System

Specific responsibilities include
• Is the driver for the Project HSE Targets.
• Compliance with HSE Design reviews during the course of the Project.
• Issue near miss reports when appropriate
• Conducts HSE engagement tours throughout the construction, commissioning and start-up period.
• Secure compliance with HSE-3028 Contractor management procedure

Authorities
• To stop any Construction Activities in situations of severe risk to existing plant, new plant, staff, environment or neighbourhood.
• Instruct the Construction Staff on subjects like communication, co-ordination and Project Construction Procedures.
• Set the priorities for the execution of the work.
